My neighbor, who lives behind us, has a fenced back yard and 2 large dogs (one is a doberman). The tall wooden fence is aging (it's 15 years old). If I am in the back yard, the dog growls and scratches and can actually push out the boards. I don't feel safe if their dog is out. I also can't let my kids play on the swingset when their dogs are outside. Are there rules about fences? If the fence can't contain a big dog, what's the point of having a fence?
