my dog always wants to wrestle with our cat

Our 9 month old puppy loves to play (wrestle) with our cat who will wrestle with her but most of the time has taken to fleeing, we have tried NO, we have tried holding her until the coast is clear, and seperating, but even though the cat (who NEVER used to growl) growls, or hisses she doesn't get the message, our puppy isn't mean about it she is just persistant and the cat doesn't get a breather.

Our puppy was also constantly wrestling with the cats. We put up a baby gate that has a people size door, as well as a cat door so the cats can escape into the basement when they've had enough of the dog. Of course a small dog can fit through the cat door so this would only work with a bigger dog. We also trained the dog not to go in the basement and kept using "no" and it has gotten better over time. I have the same problem,
I have the same problem, except the cat is too stupid to get away and even initiates the wrestling matches at times. It would be fine, except that the dog takes it too far. Let me know if you find anything that works for small dogs. We've been using "no," but they will go at it again as soon as we turn our backs.
